Is Phenomenology inherently fatalistic?

It seems so to me, atleast the descriptive-solution believers in my field. I have been called a fatalist for proposing that it is possible to have a theory of audition, but I'm not smart enough to do it. But what about the guys who throw their hands up in the air and say 'audition is complex, a grand theory is probably not going to happen. So we'll just describe what we can and move on'?

On a different note, is there such a thing/person as a phenomenologist who believes in reductionism?
